(1) Every year, the Commission will request from the relevant ministries and agencies of the Government of Nepal to send full details of different types, levels or levels of scholarships to be requested from the foreign government or any organization.

(2) After making a request according to sub-rule (1), the relevant ministry or agency shall request the scholarship and send it to the Commission within the period specified in the request. It will analyze and approve the subject of the scholarship based on the required manpower.

(4) After the subject is approved according to sub-rule (3), the Commission will select the scholarship subject, suitable country for the purpose of study or training, level, duration and number of candidates. How to choose the open competition or departmental competition will also be sent to the relevant ministry or agency. Ministry or agency will take necessary action to provide scholarships from foreign government or any organization only for subjects that do not have training arrangements or are not in the required quantity.
